Homewood Suites French Quarter – A Strategic Private Investment in a Broader Neighborhood Transformation

HRI Properties (HRI) developed the 207-room Homewood Suites Hotel to demonstrate that this area immediately adjacent to the French Quarter, which had suffered from decades of disinvestment, was poised for large-scale reinvestment.  Necessitated by its pioneering nature, this development was supported by a Payment in Lieu of Taxes (PILOT) incentive from the Industrial Development Board (IDB) of the City of New Orleans, but was otherwise privately funded.  The new construction hotel building utilized a resilient construction methodology of pre-cast concrete including its load bearing exterior walls.  Its location and architectural style were selected to enhance the Basin and Rampart Street corridors, which have historically separated the French Quarter from the former Iberville Public Housing Project, which HRI has transformed into the Bienville Basin Mixed-Income Community through a public-private partnership with the City of New Orleans and Housing Authority of New Orleans (HANO).   In preparation for the opening of the hotel, HRI Lodging, LLC, who operates the hotel, and Urban Strategies Inc., who provides supportive services at Bienville Basin, jointly conducted a 15-week Hospitality Career Training Course to prepare HANO residents for employment in the hotel.
